NOTICE TO BIDDERS: The Community Action Program Belknap-Merrimack Counties, Inc. (the Agency or CAPBM) invites bids for its new “Community Services Building” at 82 Elkins Street, Franklin, NH, in accordance with the contract documents and project manual. This notice is the rebidding of the project as a single-story slab-on-grade stick-built building providing 5,300 square foot of internal space. The work includes all site preparation, foundation installation, and the rough and finish work required in order for the new building to be ready for occupancy by November 15, 2019. Building access and bathrooms are subject to ADA. Davis Bacon wage rates apply to all work. The Construction Manager is Resilient Buildings Group, Concord, NH. The Architect is Architectural Link, Pembroke, NH.

Separate sealed BIDS are requested by the CAPBM for portions of or all of the “82 Elkins Street Community Services Building” project (See Drawings and Specifications for site work and building construction and finish divisions). Bids are to be sealed in an envelope identifying the bidder and marked “82 Elkins Street Community Services Building Project”. The sealed bid package is to be delivered by mail to the CAPBM at PO Box 1016, Concord, NH 03302-1016 or by hand delivery to the CAPBM at 2 Industrial Park Drive, Concord, NH 03301.

All bids must be received by 2:00 PM on Thursday May 2, 2019. Bids will be publicly opened in the Agency’s office at 2:30 PM and read aloud. The Agency reserves the right to except or reject any bid in whole or part for any reason. Any bid received after the closing time will be returned unopened.

A highly advised, but not mandatory, “Contractor Walk-Through” will be held on Tuesday April 23, 2019 at 2:00 PM at 82 Elkins Street, Franklin NH. The completed bid package is on file for examination by appointment at the Agency. Any addenda will be posted on April 26, 2019, or as necessary.

The bid must contain the Bid form, signed by the bidder. The successful bidder is required to furnish a Non-Collusive Affidavit and a New Hampshire Performance and Payment Bond in the amount of one hundred (100) percent of the contract bid for any contract that exceeds $25,000 within ten (10) days of the Notice of Acceptance of Bid. No bids shall be withdrawn for a period of sixty (60) days subsequent to the opening of the bids without the consent of the Agency.

This project is funded, in part, through the New Hampshire Community Development Finance Authority under the provisions of and subject to Community Development Block Grant requirements under Title I of the U.S. Housing and Community Development Act of 1974, as amended. (See General Conditions section of Specifications.) Federal compliance requirements include DAVIS-BACON RATES apply (Commercial Building Merrimack County) and with funding from Meredith Village Savings Bank.
